Making a top hat for the well-dressed 8 year old Airship Pirate

Here is the newest addition to Blaze's Halloween costume. I had originally thought he could wear the top hat he had worn when he was 4 and was Abe Lincoln for Halloween, but he's grown a bit. The boy has a big head, 22 1/2 inches.
